The FIS/DCS Administrator is responsible for approving requests for certificates. The administrator also makes a decision for the user's level of assurance based on the project requirements. For the basic (BLOA) request, once the administrator approves, the user receives their passcode to download the certificates. For the medium (MLOA) request, the user is required to undergo in-person proofing.
