PKI for GSA eOffer/eMOD

eOffer and eMod are websites that allow companies to prepare and submit Multiple Award Schedule (MAS) Contract proposals and modifications to Federal Acquisition Service (FAS).  The purpose of eOffer and eMod is to create an interactive, secure electronic environment that simplifies the contracting process from submission of proposal to awards, and to enable a seamless transmission of data from the vendor community to the FAS Contracting offices.

eOffer and eMod require users authenticate to the websites, and digitally sign final contract or modification documents using a digital certificate.  Traditionally, eOffer and eMod accepted digital certificates issued by DOD ECA vendors, as well as ACES PKI vendors, for users who are unable to obtain DOD ECA certificates.  The ACES program has ended, and so GSA identified additional PKIs, including Exostar’s Federated Identity Service (FIS), as meeting the assurance requirements for access to eOffer and eMod.  eOffer and eMod users must obtain Medium Level of Assurance (MLOA) Hardware (HW)-based certificates from FIS.
